The human population of the planet is spread out in four major cities (Riverton, Ulimon, Ella-Parn and Den Ris), two of which (Riverton and Den Ris) are located on the shores of the largest of the seas, the Green Sea. There are countless smaller towns and cities around the cities, essentially taking up one side of the planet in the moderate belt running from about 50 degrees north to 50 degrees south.
The primary exports of Ortlimar IV are food and manufactured goods. High on the list of manufactured goods are spaceship parts and prefab housing parts. There are two makers of prefab buildings, StructRite and Ven-Kel Housing. The ship parts manufacturer is a subsidiary of SoroSuub.
The criminal underground on Ortlimar IV is dominated by Venson Jaax, who runs the main organization on the planet, known as The Lopar Syndicate. They're into most of the usual criminal activities: assassination, smuggling, extortion, gambling, money laundering, etc. They also run the entire Neela-Ortlimar shuttle operation, realizing enormous profits from high shipping rates and "taxes."
Numerous smaller criminal organizations exist, Lopar hardly has an exclusive contract on crime. There are also endless individuals who operate independently. All of the crime that happens on Ortlimar IV happens with the tacit approval of Jaax and the Lopar leaders, however. They don't see the smaller operations as much of a threat.
